The World Bank's Results-Based Financing (RBF) group came to Forum One in a somewhat unusual state: It had already developed an initial web site and wanted a web strategy. In truth, this was not as backwards as it seems. The existing site was a prototype to generate initial feedback and proved to be a valuable starting point for discussions. One of the discussions it provoked was to whom the group should be reaching in order to accomplish its goal of promoting a different financing approach for global health projects.

To provide clarity on audience focus, Forum One led interviews with representatives from potential target audiences, as well as with selected stakeholders and subject-matter experts. We used these interviews to prioritize audiences for the RBF site and produce personas for each target audience group. The personas gave the RBF team fictional profiles -- derived from real people -- to serve as models in ongoing site design and development. From this research, Forum One provided detailed recommendations for additional services to be deployed on the site in the coming months and years. We also outlined a road map for staff time and efforts necessary to launch, promote, manage, and grow a robust online community of global practitioners who can benefit from knowledge and exchange on lessons learned, documentation, and issues surrounding results-based financing.
